On February 15, 2011, Wisconsin Governor Scott Walker proposed a bill to remove collective bargaining rights and reduce pay and benefits for Wisconsin public sector unions. That proposal spurred growing protests at the state capital in Madison, Wisconsin ever since, and an evacuation by fourteen Democrats in the Wisconsin Senate (the "Wisconsin 14") to block a quorum needed for a vote. Solidarity protests in support of Wisconsin workers also grew, as did sister protests against similar anti-union measures in other states.
