On whatever day he makes the announcement, there will be an Emergency Response Protest at 5 PM that day at Federal Plaza (Adams & Dearborn) to demand:

Bring all the troops home now!
Funding for human needs, not war!

In the event that the announcement is made at 5 PM or later in the evening, the action will take place at 5 PM on the following day.

There will also be an additional, follow up protest at Federal Plaza at 12 noon on the Saturday following the President's announcement.
