When the people of Illinois passed the Mercury-Free Vaccine Act that went into effect in 2006, they thought the exemption clause was in place for an emergency situation like an epidemic. But the Illinois Department of Public Health has declared an emergency each year, essentially gutting the law by declaring every vaccine containing mercury to be exempt. In addition, they successfully fought any language that would require caregivers to inform people that the vaccine they are about to receive contains mercury.
