NOAA's NWS blunders predictions for Mississippi River

After blundering it's river predictions for rivers in Iowa the National Weather Service is now sending out predictions for the Mississippi River for Quincy IL which are too high.
NWS staffers at the North Central River Forecast Center office (in Chanhassen, MN) are failing to account for upstream levee failures in their downstream predictions for Quincy IL. The forecast issued this evening for Quincy is for a crest of 32.2 ft (which is 1-2 ft too high).
