planetcompassion, a Chicago based non governmental organization, whose mission is to develop and implement strategies to end Hunger and the epidemic of Homelessness in America which afllicts about 4,000,000 Americans today, has announced that it has filed a Complaint in Chicago's Federal Court to seek Congress to establish a new national Congressional District for Homeless people.
According to KaL Raj Aiyer, Founder of planetcompassion, homeless people have no congressional representation whatsoever, even though they are citizens and may be registered to vote. However, because they have no residential address other than the streets or shelters, they really do not reside in a “Congressional District”.
Due to the Bush regime's budget cuts for social services, and burgeoning growth of homeless population; outsourcing and other job losses; and a myriad of other reasons, the problem of homelessness has assumed epidemic proportions. The Federal Government has shunted off this problem to the Cities, which are already experiencing severe budget cuts for social services, while demand is constantly increasing on the other hand.
KaL believes that these homeless Americans deserve their own Member of Congress, who can address the unique issues relating to this population. The US House of Representatives has shown little or no concern for these American citizens, and the only way for them to get funding for residences, shelters, food, career training and job opportunities is through getting formal Congressional representation.
According to Kal, the Homeless problem in America has reached gigantic proportions. Homelessness now spans across all races, (not just poor black males as previously thought), all ages, both genders and marital status. In a perverse way, homelessness is an Equal Opportunity Employer or EEO. Today, many homeless are former professionals who have been downsized by corporate America; single moms with one or more young children; senior citizens who "have been left out in the cold" by Americas increasingly uncompassionate society and urban communities. Homeless even include former elite members of US Military Special Operations Forces, Vietnam veterans and Desert Storm veterans and so forth that have gotten a raw deal from our government.
KaL believes that racism is still alive and well in the USA. This form of racism is no longer based on race, but it is based on economic racism, where less privileged and indigent folks are treated shoddily and denied access to opportunities due to their indigent circumstances and/or homeless condition.
The complaint requests the Court:
“Wherefore, Plaintiffs pray that the Court order the Congressional body and the Congressional Clerk to initiate the processes and procedures necessary to establish a new, hithertofore unconsidered Congressional District for America's Homeless population.”
