Dominican President Considers Plan to Address Cime Increase
Santo Domingo, Jul 13 (Prensa Latina) Dominican President Leonel Fernandez received the Democratic Security Plan, designed to coordinate repressive and educative activities to address the increase in crime, delinquency and drug-trafficking.

The Democratic Security Plan also contemplates strengthening the police, with teamwork and sophisticated investigative techniques.

President Fernandez said it is a matter of consensus that the government should adopt measures to prevent and fight delinquency and drug-trafficking.

The Plan was delivered to Fernandez by a commission headed by Franklyn Almeida Rancier, Minister of Interior and Police, and Major General Manuel de Jesus Perez Sanchez, head of the National Police.

General Prosecutor Francisco Dominguez Brito, another of the commission members, highlighted the authorities' great concern at the increase in crime, drug-trafficking, kidnappings, hold-ups, and gangs, but he also mentioned domestic violence and crimes of passion.

He emphasized that every month, between 40 and 50 cases of personal quarrels are reported, in which the first reaction is to take a weapon and try to kill one another, however he also noted that violence in the nation has not reached the seriousness of many Central American countries.

Currently the crime index in the Dominican Republic is 21 for every 100,000 inhabitants, but it increases every year, and if self-defense, and shooting exchanges, were added, the rate would be much greater.
