New Casino land to be turned to Indian Reservation?

I thought I heard this couple of days ago on NPR, in the morning news. Can some one confirm this? Is that because the law prohibits construction of casinos on government land?
It is a little ironic. We drove native indians out of their lands and now we are giving them a piece of their lands back? Or what the hell are we doing, or attempt to do, or make beleive we attempt to do?
