Chief Judge Paul Biebel is holding back information that could unravel the greatest police scandal in United States history. In his possession are the contents of a two year investigation conducted by his appointee, Special Prosecutor Judge Edward Eagan, that exposes, both a torture squad of detectives, lead by former Chicago Police Commander Jon Burge, and the
plight of 100 of their Black and Latino victims
languishing in prison, some for decades, some recently released and/or pardoned from death row. The report is being kept under raps by Mayor Daley, who was State's Attorney when most of the men were tortured and his pal State's Attorney Dick Devine, who defended Burge in the OPS investigation that lead to Burge's
firing in 1993.

Commander Jon Burge will be coming to Chicago as early as May, to testify on the stand about his knowledge of the conspiracy in the civil suit of Madison Hobley (one of four Death Row 10 police torture victims pardoned by Governor Ryan). Former State's Attorney and current mayor Richard M. Daley and State's Attorney Dick Devine, who built their careers off the flesh of those men who were chained to walls for days while electro prods were shoved into their bodies and plastic bags over their heads, are also scheduled to testify.
