"The killing fields of Rwanda also provide another graphic warning against the dangers of centralized government control, the abuse of state controlled mass media and the consequences of gun control. The government in Rwanda had centraliied in themselves unlimited power. There were no effective checks and balances and the ruling party controlled and abused the media to whip up the Hutu against the Uutsi. As the population had been previously disarmed, they were helpless to defend themselves against the state which had a monopoly of weapons."
