Stop blaiming people for living where they want. YOu might want to consider looking at practices of the aldermen and land developers in the area and what effect they have on the government.
Rich people don't move to Uptown. People with some money safed up who want a better life do. and a few people who like living on the fringe. but mostly people who can't afford to buy anywhere else. just food for thought.
