They budget millions of dollars for tasers, peper spray, teargas, billy clubs and body armour, and there is even a slush fund to account for successful civil liberties lawsuits. Not to mention the overtime they have to spend to overwhelm peaceful protestors with threats of arrest. Meanwhile Mayor Daley refuses to let cops have a union contract... some city
