I suppose, if you believe what our government tells us, the 1993 WTC bombing could be considered a "foreign" terrorist attack. Once again, however, it seems our government "allowed" this incident to happen. The main culprit behind the bombing, Ramzi Yousef, actually entered America by using a fake Iraqi passport. The person he traveled with was arrested upon entry, when a search of his luggage revealed --guess what-- bomb-making manuals. However, Ramzi Yousef was released, after he crossed his heart and promised to come back a month later for a hearing. From there, Yousef contacted a cell loyal to Sheikh Omar Abdel Rahman, who had himself been granted entree into America by --guess what-- the CIA. Investigators at once point raided the apartment of one of Rahman's partners, and they seized dozens of more bomb-making manuals, as well as documents related to bombing plots in New York. They didn't bother to translate them from Arabic; instead, they were passed to Ramzi Yousef on a silver platter, after a judge ordered the property returned to its owner, who was still in jail. At once point, Ramzi Yousef was injured in a car accident while he was driving around with the bomb materials in the trunk of his car, but after a brief hospital stay, he was given the material back, after they sat for days, safely sitting in a police impound.

We are either expected to believe that our government is incredibly stupid and incompetent, or, more likely, an incident was needed, to justify an invasion of Iraq. But the first bombing attempt on the WTC failed to have the impact on society to justify a massive invasion. That would take something bigger. A successful attack on the WTC possibly.

All the spy cameras in the world won't save you if the CIA is working as the silent partner.
