That is, 10,000 people rotting away in jail, when a great portion of them have medical problems related to addiction, or mental health issues, that the courts don't have a clue on how to help them? Not that Chicago cares about helping them. And now with the budgetary cuts, and closings of health facilities.

Of course, it is the Russian capital, and Chicago is the "cross roads of America.", not Washington DC.
Needless to say, this is not the former Soviet Union, so don't blame the "dirty commies" if it
