Seeking someone knowledgeable in history, sociology, criminology or related fields who can identify mainstream (widely accepted by scholars) books or articles which show that the specific crime described below has been recorded prior to World War II. The characteristics of this crime are:

1. The target is NOT part of any unpopular minority, or is
targeted for political or religious beliefs or activity.

2. The target is NOT involved in an obvious hate-provoking
situation such as a hostile divorce, or is (or has been)
involved with any type of crime, or is a whistleblower,
or has participated in criminal activity reporting or
prosecution.

3. The target is NOT due for a large inheritance, or due
to be promoted to a position of power.

4. The target has no idea why he/she is a target, and has
no known enemies.

5. Vicious false rumors have been circulated in the target's
community about the target. The target rarely hears
about these rumors, though he/she occasionally hears
insinuations pointing to such rumors.

6. Neighbours, co-workers, municipal workers, strangers,shop
employees, medical personnel, trades people, and others
having no reason to harass the target, do nasty things
which look on the surface like "life's normal breaks" to
the target. The frequency of such "breaks" is FAR higher
than non-targets experience.

7. The authorities ignore complaints, and tell the target
they need to see a doctor about their "beliefs."

8. This organized activity continues for a long time, in
some cases for the life of the target.
