Monday, November 5, 2001, WASHINGTON -- More than 1,000 people, mainly Arab men, have been arrested and jailed -- some held in solitary confinement for weeks -- since Sept. 11. Not one has been charged in connection with any
terrorist offence or plot.

Only a few voices of protest have been raised over the potential trammelling of freedoms, and those have largely been ignored in the still-shocked United States, where civil liberties may be an early casualty of the first war of the 21st century.

Secrecy shrouds the detainees. There is no public information about who they are, where they are being held or on what grounds. Some have been charged with immigration or other offences, but no one knows how many. Some have been released, but no one knows how many. And an unknown number are being held as "material witnesses" to the attacks on the World Trade Center and the Pentagon....

One Saudi student released last week after 17 days in jail called the experience humiliating and terrifying. Like many of the detainees, he was flown to New York, where special confinement areas have been set up in Manhattan and Brooklyn.

"They don't call you by name. . . . They call you [expletive] terrorist," Yazeed Al-Salmi said of his guards.

Some lawyers have said their clients are strip-searched twice daily. There have been uncorroborated reports of beatings....

Few details have emerged about the detainees. Some were apparently picked up after the Federal Bureau of Investigation intercepted celebratory telephone calls in the hours after the Sept. 11 attacks, but the government has offered no evidence that those who made the calls knew in advance of the attacks or were involved in planning further attacks.
