Chicago Slavery Disclosure Law

Massive Non-Compliance with Chicago Slavery Disclosure Law Revealed, and a Trail of Lies Exposed!

In a statement released on 11 February 2005, Dr. Conrad Worrill, Chairperson of the National Black United Front, denounced what he called "a pattern of massive non-compliance with the Chicago Slavery Era Disclosure Law, and a trail of lies that have been left in the public record by at least 41 companies and non-profits entities who do business with the City of Chicago."

"Bob Brown, our researcher," Dr. Worrill announced, "has proven that the Slavery Era Disclosure Ordinance has been willfully, repeatedly, and maliciously violated, by at least 41 Vendors who lied, withheld information, committed perjury, and/or failed to fully and truthfully fill out or submit their Certifications Regarding Slavery Era Business."

"Research by Bob Brown, Deadria Farmer-Paellman, Alice Hammon, and numerous other academic and movement researchers, proves, without any legal doubt," Dr. Worrill stated, "that the predecessor entities of these and other Chicago Vendors invested in and/or profited from slavery, the slave industry, and/or slaveholder insurance policies from the slavery era; owned, held, mortgaged or leased slaves; and/or profited from damage to slaves or their injury or death."

"The Mayor of the City of Chicago, the Department of Procurement Services, and the City Council," Dr. Worrill demanded, "must implement this law, immediately and without any further delay, or be charged with non-compliance as well."

"City Council hearings must be convened immediately, and all interested parties must be invited to testify and present their evidence against all 41 Vendors," Dr. Worrill declared. "The truth, the full truth, and nothing but the truth must be told, or contracts must be voided, and business interrupted, as mandated by the Chicago Slavery Era Disclosure Ordinance."

A Summary of Bob Brown's Findings

1. The Catholic Church and a number of its affiliates are listed as Vendors on the City of Chicago's Department of Procurement Website, and were awarded a minimum of 38 contracts since 2003, totaling more than $13 million. They lied, withheld information, and committed perjury on at least 16 of their Slavery Era Business affidavits, and failed to comply with disclosure requirements on at least 22 other contracts.

2. Illinois International Port District Landing, a quasi-governmental entity, and member of the 150-member American Association of Port Authorities and the 230-member International Association of Ports and Harbors, is listed as a Vendor, and was awarded contracts, although no disclosure information is posted.

3. Air France, a quasi-governmental entity owned and/or controlled by the Government of France is listed as a Vendor, although no disclosure information is posted, despite the award of a Cargo Agreement contract by the Department of Aviation, and their participation in the current use agreements and terminal facilities leases with O'Hare.

4. Iberia Airlines, a quasi-governmental entity owned and/or controlled by the Government of Spain is listed as a Vendor, although no disclosure information is posted, despite cargo agreements with the Department of Aviation, and their participation in the current use agreements and terminal facilities leases with O'Hare.

5. British Air, a quasi-governmental entity owned and/or controlled by the Government of Britain is not listed as a Vendor, although no disclosure information is posted, despite the cargo agreements with the Department of Aviation, and their participation in current use agreements and terminal facilities leases with O'Hare.

6. Olin-Winchester is listed as a Vendor on the Procurement Department Website, although no disclosure information is posted, despite the fact that a Vending relationship exists with the Police Department for the purchase of ammunition.

7. Tate & Lyle PLC is not listed as a Vendor, although no disclosure information is posted, despite the fact that a Vending relationship exists for the purchase of sugar and related products for Chicago schools, hospitals, prisons, jails, and other public facilities.

8. Bacardi Limited is listed as a Vendor, although no disclosure information is posted, despite the fact that a Vending relationship exists because Bacardi rum is sold at O'Hare and Midway Airports, Navy Pier and McCormick Place.

9. Brown & Williamson Tobacco Corporation is not listed as a Vendor, and no disclosures posted, despite the fact that their cigarettes are sold at the O'Hare and Midway Airports, Navy Pier and McCormick Place, and the City of Chicago spends millions of dollars in medical expenses caused by cigarette smoking.

10. Conwood Sales Company LP, Dimon Inc. is not listed as a Vendor, and no disclosures posted, despite the fact that their cigarettes are sold at the O'Hare and Midway Airports, Navy Pier and McCormick Place, and the City of Chicago spends millions of dollars in medical expenses caused by cigarette smoking.

11. Ligget & Meyers Tobacco Company is not listed as a Vendor, and no disclosures posted, despite the fact that their cigarettes are sold at the O'Hare and Midway Airports, Navy Pier and McCormick Place, and the City of Chicago spends millions of dollars in medical expenses caused by cigarette smoking.

12. Lorillard Tobacco Company Inc. is not listed as a Vendor, and no disclosures posted, despite the fact that their cigarettes are sold at the O'Hare and Midway Airports, Navy Pier and McCormick Place, and the City of Chicago spends millions of dollars in medical expenses caused by cigarette smoking.

13. Philip Morris Companies Inc. is not listed as a Vendor, and no disclosures posted, despite the fact that their cigarettes are sold at the O'Hare and Midway Airports, Navy Pier and McCormick Place, and the City of Chicago spends millions of dollars in medical expenses caused by cigarette smoking.

14. 18. Cargill, Incorporated is listed as a Vendor, and was awarded contracts number T24541, T25973 with an award up to $4,852,796.60 for providing rock salt, and T25001, although no disclosure information is posted.

19. John Deere Company is listed as a Vendor, and was awarded contracts, although no disclosure information is posted.

20. Illinois Central Gulf Rr Co is listed as a Vendor, although no disclosure information is posted; and the Illinois Central Railroad Corp was awarded contract number Z59890 totaling $141,706.83 in 19xx, but does not have any information is posted.

21. CSX Transportation, Inc. is listed as a Vendor, although no disclosure information is posted, despite the fact that it is known to conduct business within and with the City of Chicago.

22. Kansas City Southern Railroad is not listed as a Vendor, and no disclosure information is posted, despite the fact that it is known to conduct business within and with the City of Chicago.

23. Norfolk Southern Corporation and Norfolk Southern Railway Co. are listed as Vendors, although no disclosure is information is posted, despite the fact that they are known to conduct business within and with the City of Chicago.

24. Union Pacific Corporation, the Union Pacific Rail Rd., the Union Pacific Rail Road/ Hold Harmless and the Union Pacific Railroad Co are listed as Vendors, although no disclosure information is posted, despite the fact that they are known to conduct business within and with the City of Chicago.

25. American Express and American Express Business Finance are listed as Vendors, although no disclosure information is posted, American Express Tax & Business Services was awarded contract number 2880 and up to $500,000.00 and American Express Travel Related Services was awarded contract number 4591, although no disclosure information posted.

26. Bank of America Corporation is listed as a Vendor, and although no disclosure information is posted, despite the fact that it was awarded at least $500 million in a city refinancing deal, and Banc of America Securities was paid at least $52,347.50 in bond fees in 2004.

27. Bank of New York Agency Department is listed as a Vendor, although no disclosure information is posted, and BNY Midwest Trust Company which was paid at least $563,322.73 in bond fees in 2004.

28. Citi Bank, Citybank and Citigroup are listed as Vendors, although no disclosure information is posted, despite the fact that Citigroup was paid at least $75,000.00 in bond fees in 2004.

29. Federal Express Corporation is listed as a Vendor and was awarded contract number 3838, and Federal Express is also listed, and was awarded contract numbers 4740 with up to $2,200,000.00 and 1358 totaling $325,480.77.

30. First Data Western Union is listed as a Vendor, although no disclosure information is posted.

31. J.P. Morgan Chase Bank, Bank One, Bank One Corporation, Bank One, NA, Bank One, National Association, Bank One-Legal Processing and JP Morgan Institutional Trust Services are listed as Vendors, although no disclosure information is posted, JPMorgan Securities Inc. was paid at least $1,968, 616.68, JPMorgan Trust was paid $402,648.71, and Morgan Stanley was paid at least $1,102,669.43 in bond fees in 2004.

32. Lehman Brothers and Lehman Brothers Holdings Inc. are not listed as a Vendor, and no disclosure information is posted, despite the fact that Lehman Brothers was paid at least $453,822.44 in bond fees in 2004.

The Dun & Bradstreet Inc. is listed as a Vendor, although no disclosure information is posted, despite the fact that it was awarded contract number T26223, T25730 and S021645 which totaled $3,090.00; and Dun & Bradstreet Info Services Business Reference Services is also listed, although no disclosure information is posted, despite the award of contract numbers T7918490401 for up to $9,999.99, S024447 for $3,245.00 and S023191 for $3,155.00.

37. UBS Financial Services Inc. is listed as a Vendor, although no disclosure information is posted, despite the fact that it was awarded at least $271, 557.43 in bond fees in 2004.

38. Wells Fargo Bank NA is listed as a Vendor, although no disclosure information is posted.

39. Georgetown University is listed as a Vendor, although no disclosure information is posted.

40. Harvard University is listed as a Vendor, although no disclosure information is posted.

41. The Chicago Tribune is listed as a Vendor, although no disclosure information is posted.
