Gov. George Pataki, who had proposed the anti-terrorism measure in June, summoned the Legislature back to Albany to reconsider his proposal in light of last week's terrorist attacks against the United States. With the strikes against New York City and Washington, legislation that just one week ago had no chance of passing was overwhelmingly and enthusiastically approved.
