The "Fast Track Trade Negotiating Authority Act" (S.126) will amend the "Omnibus Trade and Competitiveness Act of 1988" by extending it's longevity until Dec. 31 2004. This will give the president enough time to implement the FTAA by the target deadline of 2005.
